Quebec Investor Program

Overview

Quebec Investor Program is one of its kind in Canada. Mainly because it is the only program that allows immigration to Canada through passive investment. Business people and their families can become permanent residents on an unconditional basis. An investor with the net worth of CAD 2,000,000 and the ability to make CAD 1,200,000 risk-free guaranteed investment by the Government of Quebec can gain Canadian permanent residency for all family members. The investment amount can even be financed by a chartered bank, meaning that an investor has an option to take a loan from a Canadian bank to participate in the investor program.


An investor is not required to know the English of French, meaning they do not need to take a language test. However, additional points are assigned for language knowledge, increasing the chances of being selected under the Quebec Immigrant Investor Program.


To participate in the Quebec Investor Program, an investor must gain a passing score of at least 40 points (use our calculator below) out of the maximum 94 under six criteria – training, experience, age, language, stay and family in Québec, and investment agreement. Who Can Apply for Quebec Investor Program?

Have a net worth of CAD 2,000,000. It includes legally acquired net assets of an investor and spouse or common-law partner (i.e., de facto spouse). Any amounts received by donation less than six months before an application is submitted must be excluded from the net worth.

Have at least two years of management experience. An investor must have gained this experience in the five years preceding the application for selection. Managerial experience includes duties such as planning, management, and control of financial, human, or material resources under the authority of the potential investor.

Apprenticeship, training or specialization leading to a diploma are not counted towards the two years of management experience.

Make the investment of CAD 1,200,000. It is a five-year term guaranteed by the Government of Quebec risk-free investment with Investissement Québec – Immigrants Investisseurs Inc. An investor will be required to sign an investment agreement with a financial intermediary authorized to participate in the Investor Program. Obtain an attestation of learning about democratic values and Québec values. The accompanying members of the family (i.e., spouse of 16 years of age or older and dependent children of 18 years of age or older) must also obtain the attestation. The attestation must be done by the prescribed deadline, not at the time of the application for permanent selection. This is a new condition introduced on January 1, 2020.
Have the intention to settle in Québec.

Investment Options for Quebec Immigrant Investor Program

Investing CAD 1,200,000 into Quebec is one of the investor program requirements. It is done by signing the investment agreement, which must be submitted with the permanent selection application. The investment of CAD 1,200,000 for a five-year term is guaranteed by the Government of Québec.

There are two ways to make the required investment to qualify for QIIP.

The first option is to deposit a full amount – make the full investment. An investor will freeze CAD 1,200,000 for five years. After this period, the full investment amount is returned to the investor within 30 days with no accrued interest. The funds are invested in government bonds during the five-year term. Revenues generated by the applicant’s investment will be used to finance two Québec business assistance programs: Business Assistance—Immigrant Investor Program (BAIIP) and Employment Integration Program for Immigrants and Visible Minorities (PRIIME).

The second investment option is the possibility of financing the investment through brokers and trust companies. The investor pays a reduced amount (based on financing arrangement), which is used to finance CAD 1,200,000 closed five-year term loan from a chartered bank. No further payment is required. However, the paid amount is not returned to the investor at the end of the five-year period. This option is particularly attractive for applicants seeking to retain maximum capital for investment in ongoing business operations.

Quebec Investor Program Selection Process

Preparing and submitting an application. This includes the duly completed application form for permanent selection, all signed declarations, investment agreement, the narrative document, the payment of the required fees, and legible supporting documents.

Acknowledgment of receipt of a complete and admissible application. After the assessment by the Ministère, an investor candidate will receive the confirmation letter. Incomplete files are returned along with the fees.

Request to provide an attestation of learning about democratic values and the Québec values. It will be sent in an e-mail after the processing of an application has begun.

File assessment. During this stage an immigration counsellor reviews application for permanent selection, checks information and documents, intention to settle in Québec, management experience, investment agreement, net assets, proof of their source and lawful acquisition.

Interview. Selection interview with investor candidate may be scheduled and conducted in Montreal by the Ministère de l’Immigration, de la Francisation et de l’Intégration.

Decision. If the result of an application assessment is positive, an investor will first receive a notice of intent for permanent selection that will allow them to make CAD 1,200,000 million investment within 110 days (3 months). Following receipt of confirmation of the investment by Investissement Québec – Immigrants Investisseurs Inc., Ministère de l’Immigration, de la Francisation et de l’Intégration will issue a Certificat de sélection du Québec by mail.
